The SPI is composed of socio-environmental and outcome data, i.e., the SPI does not measure the amount of infrastructure or resources invested in a municipality; the SPI measures whether that infrastructure or resource is bringing results for people. In addition, the SPI uses public, recent data that is available for all municipalities in Brazil. The SPI answers 12 guiding questions.
